Chain of reasoning
01Assumption
The generating unit supplies all its energy to a customer that is not connected to the electricity grid. The line is entered in the register kept by the President of URE, and the fees under art. 7aa(4) do not apply to an isolated customer that is not connected to the grid.
Why
The definitions of a direct line, an isolated generating unit and an isolated customer are in art. 3 of the Energy Law; they decide whether a given arrangement is a direct line.

Before construction, a notification of the intention to build the line is filed with the President of URE, and the entry in the register follows within 45 days of the notification.
Why
The scope of the expert opinion on the line's impact on the system must be agreed with the grid operator, so the conversation with the operator comes before the notification.

Is the customer to be connected to the grid and, if so, may energy from the line flow into it?
Why
The fees under art. 7aa(4) and the conditions for feeding energy into the grid under (3) depend on it.

What the Act treats as a direct line
A direct line connects an isolated generating unit with an isolated customer in order to supply electricity directly to that customer. An isolated generating unit is a unit whose entire output is covered by direct supply to the isolated customer.
An isolated customer is either not connected to the electricity grid or is connected in a way that prevents energy from the isolated generating unit from being fed into it. A sale agreement for energy from a renewable source can be concluded directly between the generator and the customer, and the energy can be carried by a direct line.

Notification to the President of URE before construction
Anyone applying to build a direct line files with the President of URE a notification of the intention to build it, identifying the entity and the generating unit and enclosing technical data, an expert opinion on the line's impact on the power system and an electrical diagram. The scope of the opinion is agreed with the grid operator, and the President of URE enters the line in the register of direct lines within 45 days of the notification.
The Act lists cases in which the notification covers only the identification, the data and the diagram, without the expert opinion. One of the conditions set in that provision is a total installed capacity in the generating units of no more than 2 MW.

Duties of the line holder
The entity with legal title to the line manages and maintains it, ensures continuity of supply and the quality parameters of the energy, and installs a metering and settlement system whose readings it makes available to the operator. It notifies a change to the information or diagram reported to URE before the line is adapted, and likewise the decommissioning of the line.
The technical requirements set for generating units apply to the isolated generating unit, and the generator ensures compliance with them, together with certificates, simulation and compliance tests.

The grid and the solidarity fee
A customer drawing energy through a direct line keeps the right to be connected to the grid, provided its equipment or installations prevent energy from the line from being fed into that grid. Energy from the line may be fed into the grid if three conditions are met: connection of the customer and the relevant agreements, the technical requirements, and the licence referred to in art. 32(1)(4).
An isolated customer connected to the grid pays the operator the solidarity fee and the fee covering the costs of the system quality standards, both depending on the amount of energy delivered through the line. The exception is an isolated customer that is not connected to the grid.
