ML AVIATIONHow we work

Review first. Then decide.

We establish what has to be settled before the next investment commitment. See the scope of the review, the ways to engage and the later stages.

Investment review template

What must be settled before choosing a plot.

The plan, the grid connection and access shape the same decision.

A template of the method. No data from a specific investment.

  1. Location
    Input material
Site location and plot numbers; an extract from the local zoning plan, or information that no such plan is in place.
    Question and dependency
Is the proposed use compatible with the site's constraints? The answer informs the scope of further concept development.
    Next action
Compare the planned use with the planning documents and list the gaps to clarify.
  2. Grid connection
    Input material
Planned scale and technology; conditions and agreements already held.
    Question and dependency
Which connection assumptions must be clarified before the design is developed? Capacity, route and deadlines are considered together.
    Next action
Collect the connection documents and list the questions to settle with the operator.
  3. Access
    Input material
Site location and proposed transport arrangements.
    Question and dependency
Do the access assumptions match the planned traffic? The access layout shapes the site plan.
    Next action
Check road access and identify the matters to be agreed with the road authority.
  4. Environment
    Input material
Location, scale and type of the project.
    Question and dependency
Does the project need an environmental decision, and what are the constraints of the site? The answer sets the order of later decisions.
    Next action
Establish whether and at which stage a decision is needed, and which materials to prepare for it.
  5. Path and schedule
    Input material
    Findings from the previous areas.
    Question and dependency
What is the order of decisions, and which of them set the critical path?
    Next action
Set out the sequence of decisions and the authorities' statutory time limits, and identify matters to resolve before making an investment commitment.

How we record the result for each area

We complete these fields after analysing the investment's materials.

  • Finding
  • Basis
  • Effect on the decision
  • Next step

What the recommendation rests on

The findings, their limitations and the matters to resolve before the next step.

  • Proceed
  • Change the assumptions
  • Stop
Demonstration Changing the ratings shows how the template works. It does not assess a specific investment.

What we check

  1. 1
    Planning basis

Local zoning plan, the municipality's general plan, the prospect of obtaining a zoning decision (WZ).

  2. 2
    Environment

Whether the project needs an environmental decision and what constraints the site carries.

  3. 3
    Connection

Voltage level, distance to the grid, timelines and costs on the operator's side.

  4. 4
    Access

Site access junction from a public road, heavy traffic, road authority requirements.

  5. 5
    Path and schedule

Order of decisions, statutory deadlines for the authorities, critical path.

Recommendation

One recommendation with reasoning and a list of items to close before the next step.

When you need advice

Where is your project now?
  1. Before buying or leasing land

    Initial review

A self-contained appraisal of the site, grid connection, access and permitting requirements. It ends with one recommendation: proceed, change the assumptions, or stop.

    See the document template

  2. Before acquiring or financing a project

    Technical due diligence

Review of a project being acquired or financed: decisions, connection agreements, documentation, cost estimate and schedule. The result is a list of risks rated by severity.

  3. From concept to permit

    Design and permits

From concept to a final, non-appealable building permit. We design and coordinate the disciplines, file the applications and answer the authorities' requests.

  4. During construction

    Construction supervision and contract administration

We represent the investor on site: quality, progress and cost control, settlements with the contractor, acceptance and handover for operation.

Investment lifecycle

Six stages. A different question at each.

Pick a discipline to see its path from analysis to acceptance.

S1

Analysis

Does this project make sense here?

  • Biogas: Feedstock and heat offtake balance
  • Energy: Capacity available for connection
  • Construction: Plot capacity, MPZP or WZ
  • Roads: Access and traffic
  • Design: Survey map for design purposes
S2

Concept

What should it look like, and what will it cost?

  • Biogas: Technology and capacity selection
  • Energy: PV, storage and substation layout
  • Construction: Functional brief and performance requirements
  • Roads: Road and vehicle manoeuvre layout
  • Design: Options with cost comparison
S3

Conditions

Which decisions and approvals, in what order?

  • Biogas: Environmental decision, connection conditions
  • Energy: Connection conditions and agreement
  • Construction: Environmental decision and approvals, if required
  • Roads: Road authority consent for site access
